INTRODUCTION
The Guangzhou Group Purchasing Organization (GPO) Platform for Pharmaceuticals and Medical Consumables, under Guangzhou Exchange Group (hereinafter referred to as "Guangzhou GPO Platform"), was officially established in 2018. Guided by the medical insurance authorities of Guangdong Province and Guangzhou City, it provides group purchasing services for pharmaceuticals and medical consumables to nearly 2,000 medical institutions in Guangdong Province and 37 military cadre sanatoriums of the Provincial Military Command.
Its service scope covers 17 cities in the province, including Guangzhou, Foshan, Qingyuan, Maoming, Dongguan, Zhongshan, Zhuhai, Jiangmen, Zhaoqing, Yangjiang, Shaoguan, Huizhou, Shanwei, Shantou, Meizhou, Zhanjiang, and Heyuan. Since its establishment, the transaction volume has exceeded 170 billion yuan, and the cumulative burden relieved for the public has surpassed 30 billion yuan. Currently, it accounts for over 50% of the total pharmaceutical procurement scale in Guangdong Province.
The Guangzhou GPO Platform always bears in mind the overarching national interests and fosters a people-centered commitment. It gives full play to the leading role of pharmaceutical bidding and procurement in deepening the supply-side reform of medical services, and has established a procurement mechanism featuring the integration of bidding and procurement, linkage between procurement volume and price, fairness and transparency, and coordination and efficiency. This mechanism has standardized, institutionalized, and normalized pharmaceutical procurement, created a fair, transparent, convenient, and efficient public procurement market environment, effectively curbed the problem of artificially high pharmaceutical prices, promoted the high-quality development of the pharmaceutical industry, ensured that the public has access to high-quality and affordable medical services, and helped address the issues of difficulty and high cost of medical treatment.
Especially during the COVID-19 pandemic, the Guangzhou GPO Platform fully supported epidemic prevention and control efforts, successively conducting multiple rounds of joint adjustments to nucleic acid testing prices. This effectively reduced the cost of epidemic prevention and control, bringing tangible a sense of happiness and gain to the people.
